HRMS: a human resource management system that includes the time clock

A human resource management system is an HRIS plus everything that runs on it. HR & OMS is human resource management system software where attendance is not an import — it is generated by the same readers that control your doors.

What a human resource management system has to do

An HRMS is judged on whether the chain holds end to end. Someone taps in late; the timesheet has to know the shift, the grace period and the approved overtime; the leave module has to know the day was not filed as leave; payroll has to compute the deduction from the same figures; the payslip has to be something the employee can open without asking HR.

Where human resource management system software usually breaks is at the joins — an attendance export that lands a day late, a leave balance kept in a second spreadsheet, a payroll run that starts from figures somebody retyped. HR & OMS removes the joins by not having separate systems to join.

1. The tap

Philippine payroll compliance

Payroll computes BIR withholding tax against the current TRAIN Law brackets, together with SSS, PhilHealth and Pag-IBIG contributions on the monthly salary credit. 13th month pay accrues through the year and is released with the December payslip, with the BIR tax-exempt ceiling applied.

De minimis benefits — rice subsidy, uniform and meal allowances — are tracked against their own BIR ceilings, and the portion above a ceiling is taxed rather than quietly exempted. Bank export files are produced from the finalised run rather than reassembled by hand.
